Yes anybody is able to report any submission he wants, there is a button to allow you do that:

It was a general statement because now you know he's looking for stuff to report.
There's always a boomerang effect of some sort.

Why is the server so backed up with submissions? I have put several up in the last few days and they never go through, or they don't get any points?
