No, definitly not. So far, there isn't really that much to conclude based on the numbers. I would currently advise to search for CPUs as close to the golden ones. For instance, if a golden CPU is L043A776 #3986, you want to search for the same batch (L043A776) and a # close to 3986.

I had a L040b307...some can boot 5600, mine was poor!
then I had a L040B690...that was the worst so far. Now I own 2 L042B076 #0207 (runs 4,5 @ 1,24V) and #0083 (to be tested tonight!)

Maximum frequency on air 5536Mhz. Number on the chip was 16xx, don't remember the last two digits.

This is pretty close to max unless a new bios surprises.

2500K 2 x L040B354

#1864 requires 1.39v for 4800 Mhz stable and does 52x multi and max ~5300 Mhz
#1343 requires 1.42v for 4800 Mhz stable and does 52x multi and max ~5260 Mhz
