It is NOT running full speed in the bios! it is only showing target speed. the actual point were multipliers are applied is the moment on windows boot it will mostly crash.

You don't have bios clock wr, you maybe have WR for beeing SandyFooled all 2 pages

Nope on this Bios page its not the target speed, the target speed is showed on the top edge. this one is the actual working speed in bios/post.

But imo the bios applied the ratio in his mind, not to the cpu.
