Default X299 and Win8/Win10

Is it safe to use Win8/Win10 with SkylakeX Platform.
Or will submissions be blocked?

Further tests have shown that x299 is free of the rtc bug. So feel free to use any os now for all benchmarks. We first had wrong information provided and were very careful but now it is clear that x299 is like skylake and kabylake smaller platforms
